{"id":81470,"date":"2026-04-28T14:43:19","date_gmt":"2026-04-28T14:43:19","guid":{"rendered":"https:\/\/ferabrajan.com\/portal\/?p=81470"},"modified":"2026-04-28T14:43:19","modified_gmt":"2026-04-28T14:43:19","slug":"convenio-fiscal-busca-elevar-ingresos-municipales-sin-perder-autonomia","status":"publish","type":"post","link":"https:\/\/ferabrajan.com\/portal\/2026\/04\/28\/convenio-fiscal-busca-elevar-ingresos-municipales-sin-perder-autonomia\/","title":{"rendered":"Convenio fiscal busca elevar ingresos municipales sin perder autonom\u00eda"},"content":{"rendered":"<p data-start=\"76\" data-end=\"353\"><strong data-start=\"76\" data-end=\"103\">CIUDAD DE PUEBLA, Pue.\u2013<\/strong> El gobierno estatal impulsa un <strong data-start=\"135\" data-end=\"193\">Convenio de Coordinaci\u00f3n y Colaboraci\u00f3n Administrativa<\/strong> para fortalecer la <strong data-start=\"213\" data-end=\"249\">recaudaci\u00f3n del impuesto predial<\/strong>, que actualmente presenta un <strong data-start=\"279\" data-end=\"326\">rezago de hasta 60 por ciento en municipios<\/strong>, sin afectar su autonom\u00eda.<\/p>\n<p data-start=\"355\" data-end=\"579\">El gobernador <strong data-start=\"369\" data-end=\"395\">Alejandro Armenta Mier<\/strong> asegur\u00f3 que este esquema <strong data-start=\"421\" data-end=\"460\">no sustituye facultades municipales<\/strong>, sino que permite <strong data-start=\"479\" data-end=\"542\">incrementar ingresos y acceder a mayores recursos federales<\/strong> mediante mecanismos de coordinaci\u00f3n.<\/p>\n<p data-start=\"581\" data-end=\"950\">La secretaria de Finanzas, <strong data-start=\"608\" data-end=\"634\">Daniela P\u00e9rez Calder\u00f3n<\/strong>, rechaz\u00f3 que el convenio sea inconstitucional y explic\u00f3 que <strong data-start=\"695\" data-end=\"727\">891 municipios en 26 estados<\/strong> ya operan bajo modelos similares. A\u00f1adi\u00f3 que esta estrategia facilita el acceso al <strong data-start=\"811\" data-end=\"869\">30 por ciento excedente del Fondo de Fomento Municipal<\/strong>, recurso que anteriormente no era aprovechado por varias demarcaciones poblanas.<\/p>\n<p data-start=\"952\" data-end=\"1183\">Detall\u00f3 que el esquema contempla <strong data-start=\"985\" data-end=\"1026\">infraestructura estatal para el cobro<\/strong>, como el uso de <strong data-start=\"1043\" data-end=\"1118\">Centros Integrales de Servicios, 861 puntos de pago, bancos y comercios<\/strong>, con el objetivo de facilitar el cumplimiento de contribuciones.<\/p>\n<p data-start=\"1185\" data-end=\"1364\">Asimismo, inform\u00f3 que tras la reforma a la Ley de Coordinaci\u00f3n Hacendaria estatal, <strong data-start=\"1268\" data-end=\"1292\">m\u00e1s de 90 municipios<\/strong>, incluido Puebla capital, aprobaron su adhesi\u00f3n al convenio en Cabildo.<\/p>\n<p data-start=\"1366\" data-end=\"1593\" data-is-last-node=\"\" data-is-only-node=\"\">El gobierno estatal se\u00f1al\u00f3 que esta estrategia busca <strong data-start=\"1419\" data-end=\"1530\">fortalecer la hacienda p\u00fablica local, mejorar la recaudaci\u00f3n y generar mayores beneficios para la poblaci\u00f3n<\/strong>, mediante una coordinaci\u00f3n efectiva entre estado y municipios.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Municipios registran 60 por ciento de rezago en la recaudaci\u00f3n del impuesto predial.<\/p>\n","protected":false},"author":3,"featured_media":81471,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_monsterinsights_skip_tracking":false,"_uf_show_specific_survey":0,"_uf_disable_surveys":false,"footnotes":""},"categories":[53,585,34],"tags":[106,4490,1644,4491],"class_list":["post-81470","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-local","category-principal","category-puebla","tag-alejandro-armenta","tag-impuesto-predial","tag-municipios","tag-rezago"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.5 -
