As\u00ed lo establece la nueva&nbsp;Ley en Materia de Telecomunicaciones y Radiodifusi\u00f3n, promulgada por la presidenta&nbsp;Claudia Sheinbaum. Seg\u00fan un reporte de&nbsp;<em>Expansi\u00f3n<\/em>, esto aplicar\u00e1 para las m\u00e1s de 142.3 millones de l\u00edneas m\u00f3viles existentes, ya sean de prepago o pospago.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La Comisi\u00f3n Reguladora de Telecomunicaciones, nuevo \u00f3rgano desconcentrado de la Agencia de Transformaci\u00f3n Digital y Telecomunicaciones, ser\u00e1 la encargada de emitir los lineamientos del registro. Pero<strong>&nbsp;a\u00fan no hay fecha para nombrar a sus cinco comisionados<\/strong>, lo que pone en duda si se cumplir\u00e1n los tiempos marcados por la ley.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">El usuario tendr\u00e1 que entregar CURP, identificaci\u00f3n oficial y en algunos casos, hasta datos biom\u00e9tricos<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Para mantener activa una l\u00ednea m\u00f3vil,&nbsp;<strong>los usuarios deber\u00e1n entregar su CURP digital, identificaci\u00f3n oficial y en el caso de personas morales, el RFC<\/strong>. Para los extranjeros, el pasaporte ser\u00e1 obligatorio. Aunque este registro ser\u00e1 operado por los operadores (Telcel, AT&amp;T, Telef\u00f3nica y los OMVs como Bait), la ley permite que las dependencias de seguridad tengan acceso al padr\u00f3n para localizar tel\u00e9fonos en tiempo real, seg\u00fan el art\u00edculo 182 del dictamen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">El&nbsp;acceso a esta informaci\u00f3n&nbsp;no solo lo tendr\u00e1n la FGR y el CNI, sino tambi\u00e9n las polic\u00edas estatales y municipales&nbsp;<strong>mediante la Plataforma Digital de Usuarios de Telefon\u00eda M\u00f3vil<\/strong>, un nuevo sistema impulsado por la reforma al Sistema Nacional de Seguridad P\u00fablica.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><img decoding=\"async\" src=\"https:\/\/img-s-msn-com.akamaized.net\/tenant\/amp\/entityid\/AA1IUhVp.img?w=450&amp;h=360&amp;m=6&amp;x=2&amp;y=48&amp;s=373&amp;d=107\" alt=\"Sin Titulo 2500 X 2000 Px 17\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Renaut y Panaut: dos antecedentes que fracasaron<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">La medida no es nueva.&nbsp;<strong>En 2008 se cre\u00f3 el Renaut con el objetivo de combatir delitos como extorsi\u00f3n y secuestro<\/strong>. Sin embargo, lejos de reducir la violencia, los delitos aumentaron 40% y la base de datos fue filtrada y vendida en el mercado negro. El Renaut fue eliminado en 2011.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En 2021,&nbsp;<strong>el gobierno de L\u00f3pez Obrador intent\u00f3 revivir el registro con el Padr\u00f3n Nacional de Usuarios de Telefon\u00eda M\u00f3vil (Panaut)<\/strong>, pero fue desechado por la Suprema Corte en 2022 tras considerarlo violatorio de derechos fundamentales como la privacidad. Hoy, con la desaparici\u00f3n del INAI y sin un organismo aut\u00f3nomo que vigile el tratamiento de los datos personales, las preocupaciones sobre el nuevo padr\u00f3n crecen.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">OMVs bajo presi\u00f3n: crecen como nunca, pero enfrentan riesgos financieros<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Mientras Telcel mantiene el dominio con el 54.8% del mercado,\u00a0<strong>los Operadores M\u00f3viles Virtuales (OMV) superaron por primera vez a AT&amp;T y Movistar<\/strong>. Seg\u00fan\u00a0<em>The CIU<\/em>, en el primer trimestre de 2025 alcanzaron una participaci\u00f3n del 15.8%, impulsados por \u201cofertas competitivas generalizadas\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Por eso, este nuevo requisito podr\u00eda convertirse en problema operativo y financiero.&nbsp;<strong>Muchos OMVs no cuentan con la infraestructura necesaria para recolectar y proteger los datos de sus usuarios<\/strong>. \u201c<em>Hoy el Estado tiene un operador, acceso a una red y va tener acceso a la informaci\u00f3n, y no podemos no contar con candados para esos datos<\/em>\u201d, advirti\u00f3 Roc\u00edo Villanueva, presidenta de AMOMVAC.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><img decoding=\"async\" src=\"https:\/\/img-s-msn-com.akamaized.net\/tenant\/amp\/entityid\/AA1IUlXm.img?w=450&amp;h=360&amp;m=6\" alt=\"Sin Titulo 2500 X 2000 Px 16\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">\u00bfY los controles judiciales?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Por otro lado, uno de los principales puntos de fricci\u00f3n es la&nbsp;<strong>ambig\u00fcedad sobre los mecanismos legales<\/strong>&nbsp;para acceder al contenido del padr\u00f3n. Aunque se establece que solo instancias judiciales podr\u00e1n ordenar el acceso, la desaparici\u00f3n de \u00f3rganos aut\u00f3nomos como el INAI y el debilitamiento de contrapesos institucionales preocupa a organizaciones civiles como&nbsp;<strong>R3D<\/strong>, que advierten que este registro podr\u00eda derivar en&nbsp;<strong>violaciones a derechos humanos e incriminaciones indebidas<\/strong>&nbsp;por el robo o uso no reportado de un celular.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>La CRT deber\u00e1 emitir los lineamientos del registro a m\u00e1s tardar en diciembre de 2025<\/strong>. A partir de ah\u00ed, las operadoras tendr\u00e1n 120 d\u00edas h\u00e1biles para implementar el padr\u00f3n. Si una l\u00ednea no est\u00e1 registrada para junio de 2026, solo podr\u00e1 llamar al 911 o n\u00fameros de emergencia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Con Informaci\u00f3n de: <a
